The method does. Some examples use U.S. data and are labelled as such, with a section for readers elsewhere on how the same principle applies under different account names and rules.
Do I need a big salary for this to work?
No, and the book is direct about the fact that income, health, obligations and starting wealth all matter. Part of it is dedicated to raising earning power, because that's the largest lever most people have.
